Purpose.  

This national bulletin provides state conservationists (STCs) and directors of the Caribbean and Pacific Island areas with guidance for the completion of practice payment schedules for FY 2024.

Background.  Since FY 2009, NRCS has issued policy and supported the development of payment schedules as the foundation of conservation program financial assistance. Payment rates and scenarios are developed nationally, housed in the payment schedule application (PSA), and posted to the national State Payment Schedule webpage for public outreach.

The Technical Service Payment Rates online database was integrated with PSA in 2022. The integration will (1) address immediate needs for new program requirements implemented under the Inflation Reduction Act of 2022, (2) save the agency significant costs for the maintenance of multiple tools, (3) save employees significant time performing duties related to payment schedule management, and (4) increase the use of technical service providers from the private sector to help implement climate-smart conservation practices on agricultural land.        
 
Explanation.

States must adhere to the outlined milestones as provided in this bulletin and its supplements:

Fiscal Year 2024

·       Regional scenario requests must be entered in PSA by July 10, 2023.

·       State payment schedule must be developed in PSA by September 15, 2023.

Payment Schedule Guidance.  NRCS must ensure that all programs and services are made equally accessible to all customers.  States should review approved practice scenarios for FY 2023 to support FY 2024 payment schedule activities.  When developing practice scenarios, states should consider typical situations associated with small-scale, urban, organic, tribes, and historically underserved producers.  Regional practice scenarios not contracted (i.e., not planned or applied) in 3 or more consecutive years should be archived or merged with existing scenarios.  The general rules or criteria for decisions on combining scenarios will comply with the policy referenced in Title 300, Land Treatment Programs, Part 600, Subpart B, “Payment Schedule Requirements.”

Interim conservation practices must be approved for use before scenario development.  Follow policy in Title 450, General Manual, Part 401, Subpart B, Section 401.17, “Interim Practice Standards.”

Regional Conservation Partnership Program Land Management and Rental producer contract payment schedules shall be developed only after the Programmatic Partnership Agreement is active.  See NB 300-23-7, “LTP – Regional Conservation Partnership Program (RCPP) Land Management and Rental (LMR) Producer Contract Fiscal Year (FY) 2023 Cost Lists Guidance,” for prior cost list guidance.

STCs and directors should review attachments B and C and, if necessary, update their assigned regional scenario managers and state payment schedule managers by submitting the “Payment Schedule Application Request for User Access to Software Application” form (attachment D) to the Payment Schedule Core Team email address at Payment_Schedule_Core_Team@ftw.usda.gov by May 5, 2023.   

The FY 2024 state payment schedules will be posted on the national website at https://www.nrcs.usda.gov/getting-assistance/payment-schedules and available to NRCS employees and producers by October 27, 2023.
