Purpose.   To provide guidance for FY 2023 RCPP18 applications, including up Conservation Desktop (CD) and establishing program deadlines. 
 
Expiration Date.   September 30, 2023 
 
Background.   NB 300-22-34, “FY 2022 Revised Guidance for Regional Conservation Partnership Program (RCPP) Land Management and Rental (LMR) Producer Contract Development and Obligation,” and NB 300-22-48, “Guidance for Regional Conservation Partnership Program (RCPP) Entity-Held Easement Parcel Contract Development and Obligation,” provided guidance for contract development and obligation for FY 2022. These national bulletins remain in effect until September 30, 2023. This national bulletin provides additional information for FY 2023. 
 
Explanation.   This national bulletin provides information primarily for FY 2023 RCPP18 land management and rental (LMR) and entity-held easements. An additional national bulletin will provide more information about processing applications for RCPP18 U.S.-held easements.

 ·     Setting Up Spending Plans for FY 2023

o    CD automatically rolled over spending plans from FY 2022 to FY 2023.

o    Prior to December 15, 2022, States must edit the spending plan expiration date in CD Funds Manager (CDFM) to match the project’s program agreement expiration date.

o    Separate spending plans will be needed for each type of project activity applicable in FY 2023, including:

-  Non-CD Spending

-  LMRs

-  Entity-Held Easements

-  U.S.-Held Easements

-  Restoration Costs for U.S.-Held Easements

o    States will need to link an active Conservation Assessment Ranking Tool ranking pool to each spending plan for applications that will be managed in CD. Use ranking pool guidance found in NI 440-310 to establish all RCPP18 CD ranking pool names.

o    Funds will be managed in CDFM. Funds must be allocated to the category level when the spending plan is linked to a ranking pool.

·     Cost Lists

o    FY 2023 RCPP State-specific cost lists for LMRs will be released as soon as practical by the payment schedule team. Once those lists are released, projects with signup(s) that will NOT rely upon project-specific cost lists should associate State-specific lists with RCPP18 LMR applications and proceed with planning, contract item development, etc.

o    Future guidance will address the FY 2023 process for creation of State-specific RCPP18 LMR cost lists. If an RCPP project signup will rely upon project-specific cost lists in FY 2023, contract items must NOT be added to CD applications submitted for ranking in that signup pending completion of the project-specific cost list processes.

o    Cost list details for RCPP18 U.S.-held and entity-held easements will be provided by the Easement Programs Division in future guidance.

·     Accruals

o    States are responsible for processing accruals for executed agreements not recorded in the Financial Management Modernization Initiative in the same quarter as the execution following applicable Farm Production and Conservation Business Center financial management guidance.

·     Deadlines

o    Submit all FY 2023 obligation packages no later than September 21, 2023, using the CD Bulk Obligation Data Report to RCPP18Easements@usda.gov no more than once a day, as applicable, until integrated obligations are enabled in CD.
