Purpose.   This national bulletin releases Conservation Planning Activity (CPA), Design and Implementation Activity (DIA), and Conservation Evaluation and Monitoring Activity (CEMA) documents for federal fiscal year (FY) 2023 and provides instructions for adding documents to the Field Office Technical Guide (FOTG), Section 3. 
 
Expiration Date.  September 30, 2023 
 
Background.  The Conservation Planning and Programs Division, in cooperation with the Science and Technology Division, has updated the CPA, DIA, and CEMA documents for FY 2023. All prior editions are now retired from use. The update adds one new CPA and six new CEMAs and revises many other documents. State feedback prompted many of the additions and revisions. All the documents have been converted to a new format. The CPA, DIA, and CEMA are authorized for adoption in all States and Areas. Payment schedules have been established for each activity.

Action Required.
  States must follow policy in 440 CPM § 530.403B to determine the appropriate CPA, DIA, and CEMA to offer for conservation planning and program opportunities in the state.
PDF copies of the CPA, DIA, and CEMA for FY 2023 are available on the NRCS Conservation Activities SharePoint page ((https://usdagcc.sharepoint.com/sites/nrcs_programs/CPTAD/conservationactivities).

· All CPA, DIA, and CEMA documents copied from that SharePoint before October 1, 2022, must be treated as drafts or discarded, as they are now outdated.

· States may download PDF copies from the SharePoint and add them to FOTG, Section 3, according to policy in 450 GM § 401.3C.

· Links and copies of prior-year CPA, DIA and CEMA documents already in the FOTG must be archived or labeled to make clear they are not current.

The CPA, DIA and CEMA documents for FY 2023 will soon become available on a public-facing webpage that is being built as part of the NRCS website modernization. Once the new webpage is online, National Instruction 440-320, “Guidance for Implementing Conservation Planning Activity, Design and Implementation Activity, and Conservation Evaluation and Monitoring Activity,” Subpart A will update to add the new link for the FY 2023 activities site, and Subpart B will update its list of CPAs, DIAs, and CEMAs.
