Subject: LTP – Guidance for Development of Fiscal Year (FY) 2023 Payment Schedules 

Purpose.   This bulletin provides state conservationists with revised guidance for the completion of practice payment schedules for FY 2023. This bulletin supersedes the deadlines established in National Bulletin 300-22-27, “Guidance for Development of Fiscal Year 2023 Payment Schedules,” issued on March 04, 2022.    
Expiration Date.   December 31, 2022  
Background.   NRCS is shifting the payment schedule cycle to better align the completion of FY 2023 payment schedules and accommodate changes for mission critical activities such as climate smart.      
Explanation.   States should adhere to the following milestones:

FY 2023

• Payment schedule training for state payment schedule managers - September 13, 2022.
• Deadline for state payment schedules (i.e., cost lists) development in payment schedule application (PSA) - October 21, 2022.

States should also adhere to additional milestones listed in attachment A.

Payment Schedule Guidance. States are encouraged to use existing approved scenarios for FY 2023 as much as possible. The goal of the agency is to develop the fewest number of scenarios and payment rates needed to implement the program. However, please note we have a team of national and state staffs that is evaluating all scenarios to determine where adjustments are necessary to address urban, organic, and small-scale producer needs.

Minimum changes should be made to national and regional scenarios unless correcting errors or streamlining. Payment schedule regional scenarios not contracted (i.e., not planned or applied) in three or more consecutive years should be archived or merged with existing scenarios. For decisions on merging scenarios, the general rules or criteria will comply with current policy referenced in Title 300, Payment Schedules Handbook, Part 600, Subpart B, “Payment Schedule Requirements.”

As a reminder, interim conservation practices must first be approved for use, following policy in Title 450, General Manual, “Technical Guides”, Part 401, Subpart B, Section 401.17, “Interim Practice Standards,” before scenario development.

State conservationists should review attachment B and, if necessary, update their assigned state payment schedule managers by sending the “Payment Schedule Application Request for User Access to Software Application” form (attachment C) to the Payment Schedule Core Team at Payment_Schedule_Core_Team@ftw.usda.gov by September 6, 2022.

The FY 2023 state payment schedule will be posted on the national website and available to NRCS employees and producers by November 16, 2022.
