Purpose.  This national bulletin is for State conservationists and NRCS staff at the State and county levels regarding the CPAMS. Producers in your State may be interviewed by National Agricultural Statistics Service (NASS) enumerators from June through August 2022. The current round of CPAMS will target crop production and confined livestock operations.

Background.  NRCS provides technical assistance (TA) and financial assistance (FA) to agricultural producers and land managers to support the implementation of voluntary conservation practices across the nation’s crop, livestock, and forestry operations.

While NRCS seeks to support longer term changes in voluntary conservation behavior, producers and landowners eventually decide whether to halt, continue, or expand conservation adoption for their operation. Previous national-scale surveys do not capture producer motivations and barriers to conservation implementation across time. The Conservation Effects Assessment Project cropland survey, for example, is limited to a single field, and questions about conservation motivations are not allowed.

NRCS is partnering with NASS to gain detailed information on operation-wide conservation decision making through CPAMS. Survey findings will provide a more complete understanding of how NRCS programs affect conservation outcomes and will inform both national- and State-level decisions to support targeted conservation program and practice delivery.
 
Explanation.  NASS enumerators will conduct CPAMS interviews in June, July, and August 2022 for crop production and confined livestock operations. Select producers in your State may be interviewed by phone, in person, or by filling out a print or digital version of the survey.
Each group of producers will be asked about a specific set of conservation practices for their operation type. Examples of question topics include:
  • Decisions on conservation practice implementation over time, including initial adoption, expansion, and/or discontinuation of practices.
  • The impact of TA and/or FA during the various stages of decision making.
  • Other factors that are important to producers in considering conservation practice decisions for their operations over time.
No previous surveys provide this level of detail on operation-wide conservation practice decisions and the role of TA and FA, or the conservation adoption process over time. NRCS expects on-the-ground surveying for crop production and confined livestock operations to be completed in August 2022, with data available on the NASS Quick Stats Tool beginning September 15, 2022. The second round of surveying, which will cover grazing and forestry operations, is expected in 2024.
