Subject: LTP- Announcing Release of Updated Version of Deed Review Tool (DRT) for Submission of Draft Agricultural Conservation Easement Program-Agricultural Land Easement (ACEP-ALE) and Regional Conservation Partnership Program (RCPP) Deeds


 
Purpose.  To provide States with information regarding the release and use of the updated Deed Review Tool (DRT).
 
Expiration Date.  September 30, 2022
 
Background.  States use DRT to submit draft easement deeds to the Easement Program Division (EPD) when policy requires that the deed requires national level review. DRT was recently updated to accept draft RCPP easement deeds.
 
Explanation.  Easement deeds that require national level EPD deed review must be submitted through DRT. DRT was originally designed to accommodate the submission of ACEP-ALE deeds. With the recent release of guidance for RCPP entity-held easement policy in Conservation Program Manual (CPM) 440, Part 531, Subparts K and L, DRT was updated to accommodate the submission of additional deed types.

DRT version 2.0 will be prompted to download when the existing desktop version is opened. If you do not have an existing version of DRT, download DRT version 2.0 from the NRCS Deed Review Tool (DRT) SharePoint. The Deed Review Tool SharePoint also includes a user guide that provides instructions on downloading and using DRT for draft easement deeds submission. As explained in the user guide, States cannot submit a draft deed through DRT unless all required entry screen questions are answered.

Pursuant to existing guidance, the following draft deed types must be submitted for review through DRT:

  • ACEP-ALE deed templates
  • ACEP-ALE deeds that incorporate the minimum deed terms
  • RCPP entity-held easement deeds that incorporate or attach the RCPP minimum deed terms
  • RCPP US-held easement deeds

As a reminder, national level deed reviews must be completed prior to obtaining appraisals.
