Purpose.  To request additional information regarding State Conservation Innovation Grants projects to populate the enhanced Conservation Innovation Grants (CIG) Search Tool.

Background.   The 2018 Farm Bill includes a provision requiring NRCS to develop a Conservation Practice Database (CPD). This requirement is housed in the section pertaining to Conservation Innovation Grants. Since 2019, a team of NHQ staff members and software developers have been working on implementing this provision. Phase I of the CPD effort includes an overhaul of the CIG website and project Search Tool. The new version of the project Search Tool, located at https://cig.sc.egov.usda.gov/projects, holds the promise of being a vast upgrade—not only will it be easier for users to find information, but the information included for each project will be more expansive and useful.

 

The new Search Tool currently includes information only for national awards. State CIG data has not been included in prior versions of the CIG search tool. To promote transparency, comply with Congressional requirements, and improve the availability of information for both internal and external stakeholders, in FY 2022 the CPD application will be expanded to include State CIG information in search tool results.

 

Explanation.   The first State CIG competitions were administered in FY 2004. It is understood that complete project data from CIG’s early years may not be available in all cases. States are requested to populate the State CIG SharePoint List at https://usdagcc.sharepoint.com/sites/nrcs_st/cig/statecomp/Lists/State%20CIG%20Database/AllItems.aspx with the additional information described below for awards made in FY 2016 through FY 2021. States are encouraged, where data is available, to include information as far back as possible. Beginning in FY 2022 States will be asked to include this information in their reporting for all newly-awarded projects.

 

Instructions.

 

  1. Add additional State CIG project data to projects previously entered in the State CIG Database SharePoint list: https://usdagcc.sharepoint.com/sites/nrcs_st/cig/statecomp/Lists/State%20CIG%20Database/AllItems.aspx.

     

    Note: You can access your State’s projects by using the drop-down menu on the top right-hand side of the screen to select the list-view for your State, or by clicking column “C”, selecting “Filter By”, and selecting your State.

     

  2. It is not necessary to create new list entries. Instead, click the “Organization/Entity Name” for each project to open a SharePoint form for that project. Click “edit all” and scroll to the bottom of the form to find the new required report fields. Once information has been added for each project, click “Save” to save your changes.

     

  3. New fields needed to populate the Search Tool include:

     

    • Project Scale: Choose one of the following from the drop-down menu: Field-level; Whole farm; Multi- farm; Site specific; Regional; National.

    • Resource Concern – Broad: Choose at least one resource concern from the menu. You may make more than one selection.

    • Resource Concern – Specific: Choose one or more specific resource concerns that apply to the selected project.

  • Production/Use: Choose one or more production systems that are relevant to the project.

  • Conservation Practice: Choose one or more from the provided list of Conservation Practices. Practice definitions can be found at https://www.nrcs.usda.gov/wps/portal/nrcs/detailfull/national/technical/cp/ncps/?cid=nrcs143_026849.

  • Project Type: Choose one or more from the list of project types.

  • Historically Underserved Producers: Check “yes” if the project meaningfully addresses, benefits, or serves historically underserved producers.

  • Attachments: If the awardee submitted a final report that is suitable to be shared with the public, attach it here. Please do not include other types of attachments.

 

A webinar will be held on Microsoft Teams at 2:00 pm Eastern Time on Tuesday, January 4, 2022, to discuss these new reporting requirements.

 

Project data must be updated no later than January 28, 2022.
