Subject: AGN – Reporting NRCS Office and Facility Closures


 
 
Purpose.   To provide the requirements for reporting all NRCS office and facility closures related to weather incidents, emergencies, and other occurrences that interrupt normal business operations to National Headquarters (NHQ).   
 
Expiration Date.   September 30, 2022   
 
Background.   USDA Departmental Regulation 1800-001 requires that the closure of mission-critical infrastructure or offices be reported daily. All office closures (including critical infrastructure, such as plant material centers) must be reported immediately to the USDA Operations Center through the NRCS Associate Chief for Operations.     
 

Explanation.   As NRCS continues to provide valuable customer service to its clients and protect its workforce and property it has become necessary to clarify agency reporting requirements. NRCS strives to support the Department by providing the most updated information to the Secretary and his staff during emergencies and weather-related incidents to increase public awareness, ensure accountability for the well-being of employees, and help to facilitate the continuity of customer service.

Application

This bulletin applies to all office and facility closures related to weather incidents, emergencies, and other occurrences that interrupt normal business operations.  This bulletin does not apply to routine closures related to business operations (for example, planned field office closures due to field visits are not required to be reported to NHQ). However, to maintain a high level of customer service and accountability, information on office closures due to normal business operations should be posted or advertised clearly for the public (for example, a sign or notice should be posted to inform the public of when the office closes and will reopen).

Instructions

All States must report closures of any offices or facilities within 2 hours of closure. All closures will be reported in the Regional Conservationist SharePoint site Office & Facility Closures Input folder at FPAC-NRCS-State Conservationists - Office & Facility Closures Input - All Items (sharepoint.com)

Please note updates are required when the building or office status changes from its reported status (for example, closed to open).
