Action Required By:   November 26, 2021 
 
Purpose.   To announce an update to the list of resource concerns and planning criteria presented in the States’ Field Office Technical Guide (FOTG). 
 
Expiration Date.   September 30, 2022 
 
Background.   The Conservation Planning and Technical Assistance Division, in cooperation with the National Discipline Leads (NDLs) and National Technical Guide Committee, have revised the national resource concerns and planning criteria document in National Instruction (NI) 450-309-C, “Exhibits” to be used beginning October 1, 2021. These changes are based on recommendations from the NDLs assigned responsibility and the CART Resource Concern Assessment teams they work with. The updates include:
  • Minor formatting edits to the national resource concern and planning criteria document

  • Land use applicability updates for the following resource concerns:

    • Ephemeral gully erosion – added range as a land use

    • Petroleum, heavy metals, and other pollutants transported to surface water and groundwater - clarified that these resource concerns apply to all land uses except water

    • Sediment transported to surface water - removed water as a land use

    • Emissions of particulate matter (PM) and PM precursors-dust from field operations – added range as a land use

  • Text updates for the following sections:

    • Corrected resource concern component name from “non-engine combustion sources” to “non-diesel engine combustion sources” for Emissions of particulate matter (PM) and PM precursors, Emissions of ozone precursors, and Emissions of airborne reactive nitrogen

    • Updated text for Emissions of greenhouses gases (GHGs) – carbon stocks, Emissions of ozone precursors – open burning and pesticide VOCs (volatile organic compounds), Objectionable odors – pesticides, Emissions of airborne reactive nitrogen-open burning

    • Removed Emissions of greenhouse gases (GHGs) – grazing animals   

 
Explanation.   State FOTG content managers are to update the link to Exhibit 309.20 “National Resource Concerns and Planning Criteria List” in their State FOTG, Section III as soon as possible, but not later than November 26, 2021. NI 450-309 provides policy and step-by-step instructions for adding the link to the FOTG, Section III.
