Purpose. To announce the application process and deadline for FY 2022 NRCS/FPAC Business Center, Employee Development Section (EDS), virtual State-sponsored training requests.     
Expiration Date.  September 30, 2022   
Background.   NRCS may begin requesting virtual-only State-sponsored delivery of NRCS/EDS training for FY 2022. Virtual State-sponsored training provides the opportunity for States to hold training exclusively for their employees and partners or in cooperation with neighboring States, if applicable. 5 U.S.C. 4101(4) defines “Training” as the process of providing for and making available to an employee and placing or enrolling the employee in a planned, prepared, and coordinated program, course, curriculum, subject, system, or routine of instruction or education, in scientific, professional technical, mechanical, trade, clerical, fiscal, administrative, or other fields that will improve individual or organizational performance and assist in achieving the agency’s mission and performance goals. State-sponsored requests are not carried over from previous years so that EDS can ensure that our assessments of current FY needs are as up to date as possible.         

Explanation.   This national bulletin is for NRCS virtual State-sponsored training for FY 2022. Please see “State-Sponsored Process – Customer” (Attachment A) for details on the process. States can request virtual training exclusively for their employees if they have enough attendees in the target audience to fill a seminar event. EDS will assist with creating the AgLearn seminar event, instructor selection, training materials, equipment and supplies, marking attendance upon receipt of the sign-in sheet, and ensuring quality control for the curriculum delivery. If any costs arise from the virtual training, these costs will be covered by the requesting State. Potential costs include, but are not limited to, vendor fees, instructor travel (although travel is not being approved in most circumstances at this time), materials, van rentals, printing training materials, and shipping supplies and equipment.

Requests for in-person training through this process will not be honored at this time. Virtual Soil Health and Sustainability for Field Staff will be accepted even if there is intent to host the field day in-person. The course manager will work with the States in those circumstances to get appropriate approval for the field portion. Fully in-person courses are not being offered at this time and cannot be requested to be offered as State-sponsored.

To request a virtual State-sponsored session of NRCS/EDS training in FY 2022, training officers and AgLearn Administrators should complete the “Request for State-Sponsored EDS Training” form (Attachment B) and email it to fpac-bc.employeedevelopment@usda.gov. A list of training available to be requested for virtual State-sponsored training can be found in Attachment C. All requests for virtual State-sponsored EDS training should be submitted on or before December 1, 2021.

Requests will be reviewed on a case-by-case basis and, if approved, will be added to the FY 2022 EDS training delivery schedule as NRCS cadres’ schedules permit. EDS will notify States by email of all approved and non-approved requests. The status of approval will be communicated via email by February 1, 2022.
