Purpose.  To provide guidance to State Conservationists and Directors for the Caribbean and Pacific Island Areas for assigning employee and affiliate user roles within CD, CART, and ProTracts.

 

Expiration Date.  September 30, 2022

 

Background.  Program implementation requires use of CD, CART, ProTracts, National Easement Staging Tool (NEST), Fund Manager, and Funds Manager. For States to properly utilize these business tools and functions, employees and affiliate users must be assigned appropriate roles or permissions. The roles in CD, CART, and ProTracts (granted through zRoles) are different from NEST roles which are described in separate guidance (refer to NB 440-20-19 “NEST User Access Review and Certification”). Currently, when users are granted a ProTracts role in zRoles, the system automatically grants an equivalent CD role.

Users may require multiple roles or permissions to concurrently use different systems for application processing and contract/agreement obligation and implementation. For example:

  • CD roles entitle a user to access conservation plan data, manage CD applications and agreements (like RCPP18), and create and manage tasks in CD

  • ProTracts roles entitle a user to access financial assistance (FA) application and contract data and ACEP-ALE application and contract data

  • NEST roles entitle a user to access easement data in NEST

  • Customer Service Toolkit roles are still needed for Easement Reconciliation activities and easement cost list creation and editing in CD and to access certain documents in the CD-Document Management System (DM) and FMI-DMS
 

Explanation.  Beginning October 1, 2021, zRoles will decouple the ProTracts and CD roles. From that date forward, users will need to be granted CD and ProTracts roles separately in zRoles, as appropriate. Additional entitlements for CD related actions will be added as new functionality is built for applications and agreements managed in CD as well as other processes. Program level entitlements have also been added to some CD roles to allow for further refinement of entitlements.

Training on the decoupled roles will be provided in an upcoming State Business Tools Coordinator Monthly meeting. For detailed information about CD roles, see Section 1.3 Permissions and Entitlements in the CD Comprehensive User's Manual. Access the user’s manual by clicking “Help” in CD. The user’s manual is updated with the most current information with each CD release.

Refer to Attachment A for a list of roles for each system beginning October 1.

Please work with your State Business Tool Coordinator to ensure users have the appropriate roles following the update to zRoles on October 1.

Forms.  Use the “'Special Instructions” section of the Corporate Systems Access Request Form (AD-1143) to document roles requests and authorizations for Fund Manager, ProTracts, Conservation Desktop, CART, and Customer Service Toolkit beginning on October 1, 2021 (Attachment B).
