Purpose.   To notify States that annual entity monitoring reports and ownership verification documentation for closed ACEP-ALE easements housed in ProTracts must be uploaded to PAMS.      
 
Expiration Date.   September 30, 2021   
 
Background.    States are required to upload an electronic copy of all entity monitoring reports, annual monitoring worksheets, and other monitoring related documentation to the applicable easement business tool (440-CPM-527 Subpart P, 527.172 B and 527.174).

There is currently no system that contains monitoring functionality to house applicable monitoring documentation and information for closed ACEP-ALE easements that are contracted in ProTracts.

PAMS is a SharePoint-based repository for documentation of easement processes and activities.
         
 

Explanation.   In lieu of available monitoring functionality, States will upload all monitoring-related documentation for closed ACEP-ALE easements contracted in ProTracts into PAMS.

To upload the required monitoring-related documentation for closed ACEP-ALE easements housed in ProTracts into PAMS, States must create a new General Request ticket in PAMS with the Request Type of “ProTracts ACEP-ALE Assistance” and the Request Sub-Type of “Entity Monitoring Report.” States must then complete all applicable fields and upload all applicable documentation to the created ticket. Once completed, States must “Submit” the ticket. If the ticket is not completed and submitted, the monitoring will not be considered complete.

All monitoring information should be entered into the appropriate system of record in the same fiscal year that the monitoring is performed. If it is not completed in the system of record within the same fiscal year, it will not be counted in the fiscal year data.
