Purpose.   To provide States with form AD-1154, “Long-Term Agreement” General and Special Provisions, for use with landowner restoration, maintenance, or repair agreements enrolled through the Emergency Watershed Protection Program – Floodplain Easements (EWPP-FPE).  
 
Expiration Date.   December 31, 2021   
 
Background.   In order for the EWPP-FPE program to comply with the Paperwork Reduction Act, all information collected as part of its program administration must be approved by the Office of Management and Budget (OMB) in advance. OMB has approved NRCS to use form AD-1154 when administering landowner contracts through the EWPP-FPE program. The AD-1154 form is available from USDA Service Center Agencies eForms at https://forms.sc.egov.usda.gov/eForms/welcomeAction.do?Home.          
 

Explanation.   Effective immediately, form AD-1154 must be used to obligate EWPP-FPE funds with landowners for restoration, maintenance, or repair contracts. Form AD-1154 has four attachments that must be included when the contract documents are executed. Attachment A, “General Provisions” and Attachment C, “Special Provisions,” which are attached with this bulletin, are provided for use with landowner contracts.

Attachment B, “Plan or Schedule of Operations,” must be included with form AD-1155 “Schedule of Operations” and Attachment D, “Property Location Map,” must be generated from Conservation Desktop.
