Purpose.  To announce fiscal years (FYs) 2022, 2023, and 2024 State Resource Assessment-Operating Budget Plan (SRA-OBP) and FY 2022 Contracts, Grants, and Agreements (CGA) data call.

Background.  The SRA-OBP process provides States an opportunity to request funding to address their agency resource needs and to document field-level workload associated with conservation planning and Farm Bill program implementation. This is a transition year for the SRA-OBP as the agency continues to work with the contractor to add planned enhancements. This is the second year of using the online application. It has been expanded to collect 3 fiscal years, therefore this year’s data collection involves FYs 2022–2024.
 

Explanation.  Data collected through the SRA-OBP provides a basis for allocation of financial assistance (FA) funds for the Agricultural Management Assistance Program, Environmental Quality Incentives Program, Conservation Stewardship Program, and Agricultural Conservation Easement Program. The data assists in establishing and managing workload-based technical assistance (TA) needs. State FA estimates also help establish funding levels for initiatives and determine how funds are allocated within programs and initiatives. SRA workload and funding estimates are used to assess State needs as they relate to regional equity requirements in the 2018 Farm Bill. Per those requirements, the SRA process will establish each State’s demonstrated need for a minimum of 0.6 percent of program funds.

The FY 2022–2024 SRA does not require data on needs associated with the Conservation Reserve Program (CRP), Regional Conservation Partnership Program (RCPP), or Watershed Programs. CRP allocations will be based on a formula and Farm Service Agency data. RCPP funding requests will go through the RCPP application process. Watershed programs requests will be handled according to current agency procedures.

The FY 2022–2024 OBP will identify estimated TA needs at the program and budget object classification code level. States are required to provide detailed information for all planned agreements and only contracts that provide staffing support in the CGA database. At this time only the FY 2022 CGA plan is required. The deliverables and definitions have been updated for clarity and to capture the current Administration’s Initiatives. A new category named “Tag” has also been added for reporting purposes. Tags are not deliverables.

Each State is being provided a staffing level based on the 11,011 agency staffing level in the FY2022 President’s Budget. This staffing level is an interim level for planning purposes in the completion of this SRA-OBP data call. The agency is revisiting our capacity in light of budget projections and new priorities through a targeted and strategic approach. Within the supporting documentation each State is being provided a staffing level number that should not be exceeded for planning purposes.
