Purpose.   To provide State Conservationists and Directors of the Caribbean and Pacific Islands Areas with a policy waiver for CSP LCI ranking pools.   
 
Expiration Date.   December 31, 2021
 
Background.   Policy in Title 440, Conservation Programs Manual, Part 530, Subpart Q, Section 530.301A(5) requires States to identify eight priority resource concern categories (RCCs) for each CSP ranking pool. NI 440-310 provides ranking guidance and transmits the national ranking templates States must use to establish their State ranking pools.
 
Explanation.   The national ranking templates for four of the CSP LCIs do not include enough RCCs from which States can identify eight priority RCCs. The attached policy waiver allows States to select fewer than eight priority resource concerns when establishing their State ranking pools using the national ranking templates for the identified initiatives. For these four initiatives (SGI-GRSG, SGI-GUSG, LPCI, and LLPI), States must select all of the nationally identified RCCs as their State priority RCCs which range from five to six.

States must keep a copy of the approved policy waiver in the case file of participants enrolled in the impacted initiatives.
