National Bulletin: NB 250-21-11    Date: June 4, 2021
Subject: FNM - Association of Dam Safety Officials - Dam Safety 2021 Conference

Action Requested By:   July 9, 2021
Purpose.   To announce the Association of Dam Safety Officials (ASDSO) – Dam Safety 2021 Conference.
Expiration Date.   September 30, 2022
Background.  The ASDSO Dam Safety 2021 Conference will be held in-person with an on demand component. This is one of the leading conferences in the United States dedicated to dam safety engineering, technology transfer, and training. With the NRCS emphasis on dam rehabilitation and dam safety, it is essential that NRCS employees stay abreast of emerging technologies in these areas to serve its customers. ASDSO provides an important forum for NRCS engineers and others to interact with the developers of the science and technology used in providing the latest state-of-the-art technology on dam rehabilitation and dam safety. Participating in the ASDSO Dam Safety 2021 Conference is integral to helping NRCS meet the NRCS employee development strategy and USDA’s scientific integrity policy.

Explanation.   ASDSO will hold this year’s conference in-person the week of September 12-15, 2021, in Nashville, TN, with an on-demand component. Since this conference is not mission critical, it is highly recommended that potential participants register to access the on-demand component only. ASDSO provides details and registration information at Dam Safety 2021 | Association of State Dam Safety. To participate in the conference, an employee must engage in one or more of the following activities:

• Presenting a paper
• Conducting training
• Receiving a major award
• Maintaining credits for professional development units or continuing education credits
• Serving as an active member of a technical committee meeting at the conference

Employees may use the conference for continuing education requirements to maintain a license, but they must document the training need in their individual development plans in AgLearn.

To capture potential NRCS participation in this meeting, State conservationists, national center directors, directors of the Pacific Islands and Caribbean Areas, regional conservationists, and National Headquarters division directors must complete the “ASDSO 2021 Dam Safety Cost Analysis” (attachment). Return the cost analysis to Monique Martin at monique.martin@usda.gov with “ASDSO 2021 Attendance” in the subject line, by close of business on July 9, 2021. Please include only participation responses to this bulletin in the email. Conservation Engineering Division will initiate the final conference attendance approval package. Each administrative office must cover conference registration fees and related costs for their participating employees.

Contact.  For general information about the conference, please contact José Hernández, National Design Engineer, Conservation Engineering Division, at (202) 906-0046 or jose.hernandez4@usda.gov.
