Purpose.  To solicit nominations for FY 21 RCPP National AFA Review Team members.

Background.   The FY 2021 AFA funding announcement was released on March 16, 2021, and closes on May 28, 2021. For the AFA competition, NRCS will use a two-tiered proposal evaluation approach—a National Review Team will evaluate all proposals, and States will review relevant proposals and provide the national team with feedback on all AFA proposals with activities in their State.         
 
Explanation.   The NHQ Projects Branch is soliciting State nominations for FY 2021 AFA National Review Team participants.  The team will be comprised of a diverse group from around the country.  Minimum requirements for review team members are:

 

  • At least 5 years of program or technical experience
  • At least a GS-9 or higher-level employee
  • Experience at the Area (or equivalent) level or higher

 

Familiarity with innovative conservation approaches (e.g., conservation finance, pay-for-performance) is an added bonus. Projects Branch anticipates selecting up to 20 review team members.

 

Subgroups will be organized by topic based on the number of proposals received, so a variety of technical and programmatic expertise will greatly benefit the proposal review process.

Review team members are expected to be available for a total of four weeks in June and July.  Review team activities can be carried out alongside an employee’s normal duties for three of those weeks (individual or small group reviews).  The final week is reserved for the National Review Team meeting (2-5 days depending on the number of proposals received), tentatively scheduled for the week of July 12th.  The National Review Team meeting will be held remotely in 2021.

To indicate interest in serving on the AFA National Review Team, please submit no more than one page of information that includes the individual’s current job, brief employment history, and personal interest in serving on the review team.  Include any information that you think would make us want to pick you!  Nominations must have Supervisor and State Conservationist concurrence.

Statements of interest are due to the RCPP Team by 5 p.m. Eastern Time on May 21, 2021, and notification of selection will occur the week of June 1, 2021.
