Subject: PGM – Notification of Automatic Creation of Easement Case Files in Conservation Desktop (CD)


 
Purpose.  To notify States of the automatic creation of easement case files in CD for all active agreements and easements for programs managed through the National Easement Staging Tool (NEST) that were not created prior to fiscal year (FY) 2021.   
 
Expiration Date.  September 30, 2021
 
Background.  In order for data migrated from NEST to be displayed in CD, an associated CD Easement Casefile must exist. Beginning in FY 2019, States were directed to create easement case files for all active agreements and closed easements as part of the annual easement planning guidance for the following programs managed through NEST: Agricultural Conservation Easement Program (ACEP) – Agricultural Land Easements (ALE), ACEP – Wetlands Reserve Easement (WRE), Emergency Watershed Protection Program – Floodplain Easement (EWPP-FPE), Emergency Wetlands Reserve Program (EWRP), Farm and Ranch Lands Protection Program (FRPP); Grasslands Reserve Program (GRP); Healthy Forests Reserve Program (HFRP); Other Stewardship Lands (OSL); Regional Conservation Partnership Program (RCPP) – ALE; RCPP-HFRP; RCPP-WRE; and Wetlands Reserve Program (WRP). At this time, not all of the active agreements and closed easements have an easement case file created in CD. In order to continue CD functionality development, this situation must be addressed.
 
Explanation.  The Easement Programs Division (EPD) will implement the automatic creation of easement case files prior to the Kiwi release on April 3, 2021, for all remaining active agreements and closed easements without an easement case file in CD. The created easement case files will have a naming convention of “Program acronym-Agreement Identification Number from NEST.” An exception to the naming convention exists for ACEP-ALE, FRPP, and RCPP-ALE to include the “agreement number, agreement attachment, and last five of the parcel agreement (AgreementID.A.Parcel Contract).” The data field with this naming convention is editable and can be changed if the state chooses; however, the recommendation is to keep the created naming convention.

EPD will verify the created easement case file and any that failed to create during the automatic creation will be manually created. States are responsible for easement case file management included adding easement land units, easement reconciliation, and planning.

States remain responsible for the creation of easement case file for all current and future applications managed through NEST.
