Purpose.  To provide updated guidance on planning 2014 Farm Bill Regional Conservation Partnership Program Agricultural Land Easement (RCPP-ALE) covered program enrollments in Conservation Desktop (CD) for fiscal year (FY) 2021.

Background.  This bulletin provides updated guidance for easement planning and easement case file creation in CD for RCPP-ALE. This bulletin does not alter existing planning policy located under Title 440, Conservation Programs Manual, Part 528, “Agricultural Conservation Easement Program (ACEP)”; Title 180, National Planning Procedures Handbook, Part 600; or Title 180, General Manual Part 409, “Conservation Planning Policy.” A defect in CD has been fixed that was blocking the ability to create an easement case file at the time of application for RCPP-ALE during the Jasmine release on March 2, 2021. 
 

Explanation.  The RCPP-ALE parcel applications will be managed through the National Easement Staging Tool (NEST) in FY 2021 and with the updated functionality, RCPP-ALE applications will be available in CD for the creation of an easement case file. An easement case file can be created at any time during the application process; however, the application must be entered into NEST prior to creating the easement case file. Data in NEST is automatically uploaded to CD nightly, so there will be a delay in application availability in CD.

All RCPP-ALE applications received by NRCS to be considered for funding in FY 2021 must be entered into NEST and will be required to have an easement case file in CD to complete the planning, assessment, and ranking workflows. If a conservation case file was previously created for an RCPP-ALE, States will need to create the easement case file to begin the workflow in CD which will allow the application identification number to be linked to the assessment during the ranking process in Conservation Assessment Ranking Tool.

States will not have the ability to preapprove these applications in the Select Application Tool (SAT); however, States can export the list of ranked assessments and document the preapprovals in NEST.
