Purpose.  To provide States with guidance on requesting ACEP-ALE program agreement modifications and parcel contract modifications or payments for enrollments managed through ProTracts.   
 
Expiration Date.  December 31, 2021
 
Background.  In fiscal year (FY) 2020, the ACEP-ALE program agreements and parcel contracts enrollments were managed through ProTracts. The current ProTracts workflow only includes application and obligation functionality. The contract management functionality is under development and has not yet been released. This guidance provides States with the steps required to request a modification for a program agreement and the steps to modify or request a payment of a parcel contract outside of ProTracts.
 

Explanation.  Until further notice, when a State receives a request for an ACEP-ALE parcel contract modification or payment, a request must be submitted through the Program Activity Management Solutions (PAMS) SharePoint site at PAMS General Request. The PAMS request type must be “ProTracts ACEP-ALE Request” and the State must indicate the action needed, ProTracts parcel contract ID, type of modification or payment (advance or reimbursement), and date action is needed. The requests will be evaluated and steps will be provided for the individual action by the Easement Programs Division (EPD).

Until further notice, when a State receives a request for an ACEP-ALE program agreement modification the request must be submitted to the Program Agreements email inbox at NRCS.ProgramAgreements@usda.gov. The email should have the subject line “ACEP-ALE Program Agreement Modification” and include the Program Agreement number and the State. The email body should include the Program Agreement number, type of modification needed, and date the action is needed along with who to contact for questions. The request will be evaluated and steps will be provided for the individual action by the Program Agreements email box.

This is a temporary process until the program agreements and parcel contracts can be fully processed through ProTracts. EPD will provide revised ProTracts Lesson Plans on ACEP-ALE program agreement and parcel contract modifications and payments as functionality is available.
