Purpose.  To notify States of the ArcGIS Pro training requirements for implementation of the upcoming Wetland Conservation Tool.

Background.  NRCS will release a Wetland Conservation (WC) Tool in the second quarter of fiscal year 2021. The WC tool will be available to States in order to streamline and gain consistency in recording and transmitting certified wetland determinations (CWD). The WC tool will provide for consistent digitizing and compilation of Statewide CWD layers, and preparation of CWD maps, forms and transmittal letters. The platform for this tool will be ArcGIS Pro.

Per National Bulletin 190-20-19 ECS - ArcPro Training Needs Related to Upcoming Release of Wetland Conservation Tool, State Conservationists provided names of staff who require ArcGIS Pro training to effectively use the WC tool. Approximately 480 staff in 44 States were identified to receive training.

Based on the State Conservationist’s submissions, ESRI Academy accounts have been established to deliver fundamental ArcGIS Pro training. If additional staff require ArcGIS Pro training via the ESRI Academy to use the WC tool, State Conservationists are advised to submit names of staff to Dwain Daniels, Central National Technology Support Center GIS Specialist, at dwain.daniels@usda.gov using the spreadsheet provided in Attachment A.
 
Explanation.  States are encouraged to direct their wetland conservation staff to begin completing the WC Tool ArcGIS Pro Fundamentals training plan in the ESRI Academy if they are planning on adopting the WC tool. The prescribed training introduces the ArcGIS Pro interface and some of the specific skills required to use the WC tool and is estimated to take approximately 12 hours to complete. To ensure proficient use of the WC tool, wetland conservation staff should complete the training plan prior to enrolling in WC tool training, which will be made available after tool development and user acceptance testing is completed. This is expected to occur by late February 2021.

State GIS Specialists and Business Tool Administrators that have access to the NRCS GIS Community resources may need to provide statewide guidance for ArcGIS Pro 2.6 software installation from the Software Center, license configuration, and orientation to the ESRI Academy.
