Subject: LTP - Guidance for editing agreement item narratives in ProTracts


 
Purpose.   To provide guidance to ProTracts users on editing agreement item narratives in ProTracts.   
 
Expiration Date.   September 30, 2021
 
Background.   The Conservation Assessment Ranking Tool (CART) determines the effectiveness of planned practices and conservation activities to meet or exceed resource concern thresholds by assigning conservation practice points to the planned practices and conservation activities. Beginning in fiscal year 2021, practice points will be assigned based on the practice narrative which describes different ways in which the practice may be implemented and to improve the determination of the effectiveness of meeting resource concern thresholds. Because these narrative specific points will be used for assessment and ranking, users may not edit practice narratives in ProTracts, as this could alter the ranked effectiveness of the activities on the assessed resource concerns and lead to confusion on what actions are required by program participants.
 

Explanation.   The requirements for implementation of the planned practices and conservation activities are to be defined in the implementation requirements or Conservation Stewardship Program (CSP) job sheets provided to the contract participant. A statement that refers the participant to use the implementation requirements has been added to the Record of Decisions. Users may not edit narratives in Protracts to supplement the implementation requirements or criteria defined in CSP job sheets.

In order to provide needed details and document decisions, State and National Program Managers may edit narratives in protracts only for the following contract agreement items:

• special payments
• items added in response to National Appeals Division (NAD) appeals
• items added to accommodate Equitable Relief determinations

Additional guidance may be provided to address 900 series practices in the future.
