Subject: LTP – New Fiscal Year (FY) 2021 Conservation Stewardship Program (CSP) Enhancements and Bundles


 
Purpose.  To inform State Conservationists (STCs), and Caribbean and Pacific Islands Area Directors of new and existing Fiscal Year (FY) 2021 Conservation Stewardship Program (CSP) practice enhancements, bundles, and supporting program information.

Background.  Title 440, Conservation Programs Manual, Part 530, Subpart Q, contains policy specific to the administration of the CSP, including information on conservation activities. National Bulletin 300-20-15 LTP - Supplemental Guidance for Requesting New Enhancements and bundles or Revisions to Existing Enhancements and bundles requested that States submit proposals by April 1, 2020, for consideration in FY 2021.
 
Explanation.  All proposed FY 2021 enhancements and bundles submitted by States have been technically reviewed.  Each proposal was evaluated to ensure, at a minimum, the proposed enhancement or bundle was unique to CSP and addressed the resource concern above the sustainable level as identified in the Practice Standard.  In addition, all previous FY 2020 existing enhancements/bundles have also been technically reviewed for FY 2021 as well.  The CSP SharePoint Site 2021 Ranking Period contains all new and revised FY 2021 enhancements and bundles details as well as supporting information such as Activity List and Compatibility Matrix to help States prepare for FY 2021 program delivery.  New and revised enhancements/bundles have been added to the national Activity List in subsequent ranking periods, as appropriate.  The Activity List for FY 2021 has also been updated to include specific details for any updated existing enhancements/bundles.  

States have the option to develop supplemental guidance sheets for each enhancement, provided they do not conflict with national guidance sheets. States must develop supplemental guidance sheets for each enhancement/bundle identified nationally that requires State specific information. States will post the national enhancements and bundles guidance sheets and State supplements to the  State Web site and other locations as determine by STC (States may add a link to the National CSP home page for the enhancement/bundle guidance sheets).
