Purpose.   To provide guidance on updating and maintaining the USDA Office Information Profile (OIP) and Service Center Administrative Area (SCA) Geographic Information System (GIS) layer and database to properly represent the location and administrative and organizational structure of the agency.

Background.   The OIP is a key database for the Farm Production and Conservation (FPAC) mission area management and its agencies. The information must be accurate and current for NRCS to improve customer service, respond promptly and accurately to departmental and congressional inquiries, and provide accurate information for internal management and workload analyses.


The SCA GIS layer is the geospatial layer that represents the official service area boundaries for an NRCS office, and respective layers are aggregated to establish the States’ area and team designations. The SCA layer and database provide key information that links staff and workload to an NRCS office for reporting progress and analyzing efficiency and performance. NRCS utilizes the SCA layer in conjunction with the National Planning and Agreements Database (NPAD), Performance Results System (PRS), Integrated Data for Enterprise Analysis (IDEA), and other agency workload management systems.

Together, the OIP database and SCA layer and database represent two of the many agency enterprise data systems that are used by Conservation Client Gateway (CCG) and Optimally Productive Office (OPO) to connect employees and outputs produced at each location and advise FPAC office location analyses. The information in these datasets must be accurately maintained to ensure that all office data in the SCA matches the corresponding data in the OIP database.    
 
Explanation.   Each State Conservationist and Directors of the Caribbean and Pacific Islands Areas must review and certify the accuracy and completeness of the OIP and complete all necessary revisions to the State’s SCA GIS layer and attributes by November 6, 2020. Once updated, the information in the OIP database and State’s SCA GIS layer must be kept current. OIP information must be entered by the State or Center NRCS OIP coordinator (see attachment A, “Update and Maintenance of the OIP”). Once the OIP is reviewed and determined to be accurate, the State OIP coordinator should notify Lane Johnson at lane.johnson@usda.gov

The SCA GIS layer information must only be edited by the State’s designated GIS specialist (attachment B “Update of SCA and Attributes”). Note in attachment C, “SCA Instructions September2020,” that the process of updating the SCA GIS layer has changed from prior years. After the SCA GIS layer is reviewed and determined to be accurate, the designated GIS specialist must notify Jeremy Scherer at jeremy.scherer@usda.gov. Notification of no change is required.
