Subject: LNU – Farmland Protection Policy Act (FPPA) Annual Progress Report

Purpose.   To request information for the FPPA Annual Report.    
Expiration Date.   January 31, 2021  
Background.   Title 440, Conservation Programs Manual, Part 523, Subpart A, Section 523.02D, advises State Conservationists to make a fiscal year report to the Chief of NRCS in November of each year on the following FPPA-related items, including negative reports:

• the effects of Federal programs, authorities, and administration activities with respect to the protection of farmland

• the results of reviews of existing policies and procedures by Federal agencies to determine if provision of the programs prevent the Federal Government from taking appropriate action to comply fully with the FPPA.

Explanation.   Complete the report using the attached Form NRCS-CPA-2, “Evaluating Implementation of the Farmland Protection Policy Act” or submit one of the approved Access database formats to the following website: https://usdagcc.sharepoint.com/sites/nrcs_ssra/ssd/tss/fppa/Shared%20Documents/Forms/AllItems.aspx 

In NRCS-CPA-2, the columns are left blank to allow input of only the agencies that you interacted with following the abbreviations provided below the table.  Be sure the headings indicate the Federal agency providing funding, and not the State or local agency sponsoring the project.  When completing NRCS-CPA-2, ensure that column D2 (Total Important Farmland) does not exceed column D1 (Total Land).

CPA-2 reports or the equivalent MS Access database must be submitted with the file name “STATE_2020_FPPA_CPA2” by email to Michael Robotham, National Soil Scientist, Soil and Plant Science Division, at michael.robotham@usda.gov, by November 6, 2020.  Please copy John Andreoni, Management Analyst (john.andreoni@usda.gov) on your submittal. If you choose to submit an Access database of your state’s FPPA request, please submit to the Sharepoint link here or above by November 6, 2020.
