Purpose.  To provide States with guidance for notifying contract participants with extended CSP 2015-1 contracts of their opportunity to apply for renewal consideration in FY 2021.
 
Expiration Date.  December 31, 2020
 
Background.  The CSP Interim Final Rule (7 CFR Part 1470) authorizes NRCS to offer participants the option to apply and compete to renew their initial contract if the participant meets renewal criteria. NB 300-20-12 provided guidance for NRCS to give participants with 2015-1 CSP contracts the option to extend their contract for an additional year, apply for renewal, or allow their contract to expire without requesting an extension or applying for renewal.
 

Explanation.   After NRCS issued NB 300-20-12, NRCS decided to consider renewal applications received in FY 2020 for funding in FY 2021. Although NHQ advised States to inform 2015-1 CSP participants that were interested in the one-year extension to also apply for FY 2021 renewal consideration by March 20, 2020, NRCS did not issue a formal directive providing a renewal application deadline.

In order to ensure that all potentially eligible 2015-1 CSP participants have the opportunity for renewal consideration, NRCS must provide participants who were not previously notified of their option to apply for renewal an opportunity to do so.

Required Actions. If States did not already provide an opportunity for 2015-1 participants to apply for renewal, States must immediately send the participant the attached renewal notification letter (Attachment A) giving the participant until October 16, 2020, to submit their application for FY 2021 renewal consideration. Renewal applicants must submit Forms NRCS-CPA-1200 and NRCS-CPA-1248 no later than October 16, 2020, for NRCS to assess and rank their renewal application.
