Subject: PER – FY 2020 Employee Development Section State-Sponsored Training Requests

Purpose.  To announce the application process and deadline for fiscal year (FY) 2020 Farm Production and Conservation Business Center (FPAC-BC) Employee Development Section (EDS) State-sponsored training requests.
 
Expiration Date.  September 30, 2020
 
Background.  NRCS may begin requesting State-sponsored delivery of EDS training for FY 2020. State sponsored training provides the opportunity for States to hold training exclusively for their employees, or in cooperation with neighboring States, for more expeditious use of travel dollars. “Training” is defined in section 4101(4) of title 5 of the U.S. Code as “the process of providing for and making available to an employee, and placing or enrolling the employee in, a planned, prepared, and coordinated program, course, curriculum, subject, system, or routine of instruction or education, in scientific, professional, technical, mechanical, trade, clerical, fiscal, administrative, or other fields which will improve individual and organizational performance and assist in achieving the agency’s mission and performance goals.” 
 

Explanation.  State-sponsored training is funded by the host State and registration is reserved for employees of that State. The requesting States cover costs such as instructor and participant travel, classroom and van rental, vendor contracts, and similar costs. States also arrange logistics such as meeting room space and hotel sleeping room blocks. States will be required to follow and apply the meeting approval policy. The meeting approval policy is being developed and will soon be published.

 
EDS assists by creating the AgLearn seminar event, paying for shipping, marking attendance upon receipt of the sign-in sheet, overseeing instructor selection, and providing quality control for the curriculum delivery.

 
All requests for State-sponsored EDS training must be submitted by January 17, 2020.

 
To request a State-sponsored session of EDS training in FY 2020, AgLearn administrators must submit the “Request for State-Sponsored EDS Training” form (attachment B) through the FPAC AgLearn Support Team (FAST) ticket system using the following steps:

 
1. Go to the FAST site: https://usda2.custhelp.com/.
2. Click the Ask a Question tab.
3. Type “State-Sponsored Training Request” in the subject line.
4. In the Question field, briefly summarize the request.
5. Attach the form “Request for State-Sponsored EDS Training” (attachment B) (one per course title).
6. Select the Product option of “FPAC AgLearn Support Team (FAST)” and click OK.
7. Select the “State Sponsored Course Requests” category and click OK.
8. Click continue.
9. Click “Finish Submitting Question.”

Requests will be reviewed on a case-by-case basis and will be added to the FY 2020 training delivery schedule as schedules permit. States will be notified by EDS through email if a request is not approved.
