NB 430-20-1 SOI – Request for National Soil Survey Center Assistance FY 2020
National Bulletin: 430-20-1   Date:  October 1, 2019
Subject: SOI – Request for National Soil Survey Center Assistance FY 2020

Action Requested By:   October 31, 2019
Purpose.   To request technical assistance from the National Soil Survey Center (NSSC) for fiscal year (FY) 2020.
Expiration Date.   December 31, 2019.

Background. This process is used to request assistance from NSSC and Kellogg Soil Survey Laboratory (KSSL). The technical assistance available includes soil laboratory analyses, research planning and implementation, technical training, ecological site inventory assistance, field workshops or special studies, soil interpretation development, and technical soil services.

Explanation.   Soil survey regional offices should coordinate requests from major land resource areas (MLRAs) soil survey offices within the region. All soil-survey office-level requests for NSSC assistance should be recorded as a project in the National Soil Information System (NASIS). State soil scientists should develop an integrated State request for assistance that can include ecological site inventories, interpretations, technical soil services, or dynamic soil properties with input from other State staff (e.g., resource conservationists, State engineers). National technology support center soil scientists should coordinate with State soil scientists, as appropriate, to develop and submit multistate and regional-level requests. To view services that can be requested from NSSC please see Title 430, National Soil Survey Handbook, Part 631.

Procedure. NSSC utilizes three assistance request worksheets:

1) Assistance Request Worksheet (Attachment A).—Developed from the project description and milestones.

2) Project Outline Worksheet (Attachment B).—Research, field data collection, dynamic soil property, and laboratory projects. See Title 430, National Soil Survey Handbook, Part 631, for guidelines and project work plan examples. If all information on the “project outline worksheet” is available in NASIS, an electronic copy of the project information is sufficient.

3) Training Request Worksheet (Attachment C).—NSSC training. AgLearn courses are requested per instructions in National Bulletin 360-19-4.
Contact.   Please return the worksheets by October 31, 2019 to linda.kruger@usda.gov or by regular mail to Leslie Glover II, Acting Director, National Soil Survey Center, 100 Centennial Mall North, Federal Building, Room 152, MS 32, Lincoln, NE 68508. Also, please send copies to any appropriate NRCS offices and NSSC cooperators.
