Purpose.  To provide State Conservationists guidance for the development of cost lists in Conservation Desktop (CD) to implement Agricultural Conservation Easement Program (ACEP), Healthy Forest Reserve Program (HFRP) and Emergency Watershed Protection Program-Floodplain Easements (EWPP-FPE) for fiscal year (FY) 2020. 
 
Expiration Date.  September 30, 2020  
 
Background.  In FY 2020, easement program applications, practice repairs, or maintenance activities must be planned in CD. To prepare for integration, a cost list for each easement program must be developed.    
 

Explanation.  In order to fully plan all activities necessary to implement easement programs, several new easement practices were developed and will be deployed with the release of CD V2R3 scheduled for October 2019. Cost lists for all easement programs will be populated for each state and made available to states to edit for CD state easement program users after the October V2R3 release date. The current regional payment schedules can be utilized to start building the conservation practice portion of the cost lists, however, any practice that contains foregone income, must have this component of the cost removed. The cost lists will be able to be activated for use in CD after national headquarters (NHQ) has completed a review.

 
Easement Programs Cost Lists Requiring Review:

Agricultural Land Easement (ALE) component of ACEP: NHQ will populate with new easement practices and state easement program users will make additional edits, including selecting the appropriate FY’s.

Wetland Reserve Easement (WRE) component of ACEP: NHQ will populate with new easement practices and state easement program users will import or manually create components for all conservation practices necessary to implement restoration, including selecting the appropriate FY’s.

EWPP-FPE: NHQ will populate with new easement practices and state easement program users will import or manually create components for all conservation practices necessary to implement restoration, including selecting the appropriate FY’s. The EWPP-FPE will be split into two separate cost lists that will be named as follows.

1. Agricultural Land
2. Residential Land

HFRP: NHQ will populate with new easement practices and cost lists for HFRP must contain all conservation practices necessary to implement restoration, including selecting the appropriate FY’s.

Regional Conservation Partnership Program (RCPP) (Farm Bill 2014) Covered Programs: NHQ will populate with new easement practices and cost lists for RCPP must contain all conservation practices necessary to implement restoration, including selecting the appropriate FY’s.

Repealed easement programs:
Grassland Reserve Program (GRP): Cost lists for GRP must contain any conservation practices necessary for the repair, management, and maintenance of the habitat, including selecting the appropriate FY’s.

Wetland Reserve Program (WRP): Cost lists for WRP must contain any conservation practices necessary for the repair, management, and maintenance of the habitat, including selecting the appropriate FY’s.

Please ensure that the state user has the Toolkit State Role Grantor role from Z-roles, which is needed to create or edit a statewide cost list in CD.
