NB 130-19-3 AGN – Update and Maintenance of the Office Information Profile (OIP) Database and Service Center Administrative Area (SCA) GIS Layer and Database
National Bulletin: 130-19-3 Date: September 12, 2019
Subject: AGN – Update and Maintenance of the Office Information Profile (OIP) Database and Service Center Administrative Area (SCA) GIS Layer and Database

Action Required By:  September 30, 2019

Purpose.  To provide guidance on updating and maintaining the USDA Office Information Profile (OIP) and Service Center Administrative Area (SCA) GIS layer and database to properly represent the location and administrative and organizational structure of the agency.

Expiration Date.  September 30, 2020

Background.  The OIP is a key database for the Farm Production and Conservation (FPAC) mission area management and its agencies. The information must be accurate and current to allow NRCS to provide greater customer service, respond promptly and accurately to departmental and congressional requests and inquiries, and allow for accurate information for internal management and workload analyses.

The SCA GIS layer is the geospatial layer that represents the official service area boundaries for an NRCS office, and respective layers are aggregated to establish the States’ area and team designations. The SCA layer and database provide key information that links staff and workload to an NRCS office for reporting progress and analyzing efficiency and performance. NRCS utilizes the SCA layer in conjunction with the National Planning and Agreements Database (NPAD), Performance Results System (PRS), Integrated Data for Enterprise Analysis (IDEA), and other agency workload management systems.

Together, the OIP database and SCA layer and database represent two of the many agency enterprise data systems that are used by Conservation Client Gateway (CCG) and Optimally Productive Office (OPO) to connect employees and outputs produced at each location and advise critical FPAC office location analyses. The information in these datasets must be accurately maintained so that all office data in the SCA exactly matches the corresponding data in the OIP database.

Explanation.  Each State conservationist and directors of the Caribbean and Pacific Islands Areas must review and certify the accuracy and completeness of OIP and submit any revisions to the State’s SCA GIS layer and attributes by October 8, 2019. Once updated, the information in the OIP database and State’s SCA GIS layer must be kept current. OIP information must be entered by the State or center NRCS OIP coordinator (see Attachment A – Update and Maintenance of OIP). Once OIP is reviewed and accurate the State OIP coordinator should notify Lane Johnson at lane.johnson@usda.gov.

SCA GIS layer information must only be edited by the State’s designated GIS specialist (Attachment B – Update and Maintenance of SCA GIS Layer and Data Attributes). Note that the process of updating the SCA GIS layer has changed. After the SCA GIS layer is reviewed and accurate the designated GIS specialist must notify Elaine Ortiz at elaine.ortiz@usda.gov.   Notification of no change is required.

Contact.  Questions about this notice should be directed to Lane Johnson, Workload Analysis Team, Policy and Program Analysis Division, at (817) 509-3558, or lane.johnson@usda.gov; Becky Faught, Management Analyst, Office of the Regional Conservationists, at (602) 280-8819, or becky.faught@usda.gov; or Elaine Ortiz, Cartographer, National Geospatial Center of Excellence, at (817) 509-3368, or elaine.ortiz@usda.gov.
