Purpose. To solicit nominations for the Regional Tribal Conservation Advisory Councils (RTCAC).   
 
Expiration Date.  September 30, 2020   
 
Background. Executive Order 13175 “Consultation and Coordination with Indian Tribal Governments,” signed in 2000, requires NRCS to establish regular and meaningful consultation with Tribal Officials when developing Federal policy having Tribal implications.  Title 410, General Manual, Part 405, establishes policy for NRCS employees regarding interaction with Indian Tribes.  In June 2011, the NRCS Chief signed a decision memorandum to establish the creation of RTCAC.  These councils will provide a direct line of communication from Tribes to NRCS leaders and policy makers at regional and national levels and provide a venue for agency leadership to gather input on Tribal issues.  The current RTCAC members have served the maximum term of 3 years.  It is time to nominate new RTCAC members to serve on the council.           
 
Explanation. This bulletin solicits State Conservationists (STCs) to volunteer to serve on a RTCAC in their region.  Additionally, STCs are asked to contact each Tribe in their State to inform them of these councils and to encourage them to volunteer to serve on the council.  Tribes could volunteer directly to the contact listed below or through the STC.  Tribal volunteers could include Tribal members, elected Tribal officials, Tribal organizations or intertribal natural resource organizations and others. 

 

Attachments include the decision memorandum option selected by the Chief that has been slightly modified, talking points for the STCs, and an application form for Tribal volunteers.
