Subject: LTP – Effective Dates for Use of Easement Common Provisions Manual (440-CPM, Part 527) Subpart P “Monitoring” and Subpart Q “Condition” Guidance and Exhibits


 
Purpose.   To provide States with guidance on the effective dates for use of the Easement Common Provisions Subpart P “Monitoring” and Subpart Q “Condition” guidance and exhibits published in the updates to Title 440, Conservation Programs Manual, Part 527.
 
Expiration Date.   September 30, 2019
 
Background.  The Easement Common Provision Subpart P “Monitoring” and Subpart Q “Condition” was published in 440-CPM, Part 527, on August 9, 2019. The updates in the Easement Common Provisions policy capture the changes related to monitoring guidance and Annual Monitoring Worksheet provided in NB 300-19-1 LTP Issuance of Updated Annual Monitoring Worksheet for NRCS Easement Programs.  
 

Explanation.  The policy provided in the updates to the manual published on August 9, 2019, and the new or updated exhibits to the manual published as part of the manual updates apply to all NRCS easement programs beginning in fiscal year (FY) 2020.

The most current Annual Monitoring Worksheet published on October 4, 2018, through NB300-19-1, must be used for all monitoring completed by NRCS in FY 2019. Additionally, for all non-stewardship easements, the Entity Monitoring reports will continue to be entered as received into the easement business tool annually.

 
Beginning in FY 2020, all easement programs will be subject to the guidance provided in Easement Common Provision Subpart P “Monitoring” and Subpart Q “Condition”.
