Purpose.  To announce the Association of State Dam Safety Officials (ASDSO) – Dam Safety 2019 National Conference.   
 
Expiration Date.  September 30, 2020
 
Background.  The ASDSO national conference is one of the leading conferences in the United States dedicated to dam safety engineering, technology transfer, and training. With the NRCS emphasis on dam rehabilitation and dam safety, it is essential that our employees stay abreast of emerging technologies in these areas to serve our customers. ASDSO provides an important forum for NRCS engineers and others to interact with the developers of the science and technology we use in providing the latest dam rehabilitation and safety technology. Attending ASDSO Dam Safety 2019 is integral to helping NRCS meet the NRCS employee development strategy and USDA’s scientific integrity policy.
 
Explanation.  ASDSO will hold this year’s conference from September 8-12, 2019, in Orlando, FL. ASDSO provides details for the conference, including hotel and registration information, at https://damsafety.org/training-center/conference/dam-safety-2019.  To attend the annual conference, the employee must engage in one or more of the following activities:

• Presenting a paper, poster, or making a presentation
• Conducting training
• Receiving a major award
• Maintaining credits for professional development units or continuing education credits
• Serving as an active member of a technical committee meeting at the conference

Certain travel restrictions are in place, so meeting these criteria does not guarantee travel approval.

Employees may use the conference for continuing education requirements to maintain a license, but they must document the training need in their individual development plans in AgLearn.

NRCS leadership will collectively consider travel requests from an agency attendance perspective. In order to capture potential NRCS involvement in this meeting, State conservationists; national center directors; directors of the Pacific Islands and Caribbean Areas; regional conservationists; and National Headquarters division directors must submit the following by May 20, 2019:

• The attached “ASDSO Dam Safety 2019 National Conference Cost Computation Worksheet.”
• The attached “ASDSO Dam Safety 2019 Salary Calculations Worksheet.”
• A completed and signed “ASDSO Dam Safety 2019 Form NRCS-FNM-72.” Summarize the information for all employees in the State, center, or other administrative unit interested in attending the conference. Return only one form per State, center, or other administrative unit.

Return the worksheet and the FNM-72 by May 20, 2019, to Steve Durgin at steve.durgin@usda.gov and Noller Herbert at noller.herbert@usda.gov, or by fax to (202) 720-0428. Please include “ASDSO Dam Safety 2019 National Conference” in the subject line.

Each administrative office will need to prepare travel authorizations and cover related travel costs for their employees attending this meeting.
