Purpose.  To notify States of a new landowner concurrence form that may be used to document landowner permission to install structural or vegetative conservation activities, including practices and enhancements.      
 
Expiration Date.  September 30,2019  
 
Background.  Contracting policy contained in Title 440, Conservation Programs Manual, Part 512, Subpart C, Section 512.22, “Eligibility,” requires applicants who are tenants on the land to be enrolled under a contract to obtain and provide to NRCS, prior to obligation, written concurrence from the landowner to apply structural or vegetative conservation activities.          
 

Explanation.  This bulletin transmits the newly developed “Landowner Concurrence Form to Install Structural or Vegetative Conservation Activities” (attachment A) that may be used in lieu of obtaining other written documentation from the landowner for this purpose. Applicants who have already obtained landowner concurrence for structural or vegetative conservation activities prior to this bulletin do not have to take any additional action. Users can access the form through eForms at https://forms.sc.egov.usda.gov/eForms/welcomeAction.do?Home.

 
Providing a national form to document landowner concurrence will ensure consistency and compliance with policy.
