Purpose.  To provide guidance and reporting forms to State (and equivalent) offices for collecting expenditure data on endangered and threatened species conservation activities.   
 
Expiration Date.  December 31, 2019
 
Background.  The U.S. Department of the Interior’s Fish and Wildlife Service (USFWS) has requested an accounting on a species-by-species basis of all reasonably identifiable Federal expenditures made primarily for the conservation of endangered and threatened species pursuant to the Endangered Species Act (ESA) of 1973 (16 U.S.C. Sec. 1531 et seq.).
 
Explanation.  State conservationists and the directors of the Pacific Islands and Caribbean Areas are to report data only for federally listed endangered and threatened wildlife and plant species (50 CFR Pt. 17). Use the attached Microsoft Excel spreadsheet (attachment A) for reporting this data.

The USFWS’s “Supplemental Guidance for Reporting Expenditures for the Conservation of Endangered and Threatened Species” is attached (attachment B) to provide additional information. This guidance explains the scope of activities on which to report. Please note the multispecies category reporting feature. This option allows agencies a way to report expenditures when it is not possible to determine individual species costs for those species that are part of a multispecies conservation activity.

Before submitting the spreadsheets with your State data, delete all rows of the spreadsheet not applicable to your State. Submit your completed fiscal year 2018 reports using the above-referenced Excel spreadsheet, to Danielle Flynn by email to danielle.flynn@wdc.usda.gov no later than Friday, April 26, 2019.
