Purpose. To provide State conservationists with guidance to support proper budget and performance accountability for the Conservation Technical Assistance (CTA) Program and to ensure this guidance is communicated to field office employees.     
 
Expiration Date. September 30, 2020   
 
 
Explanation. Recent analysis of the work cycle time study demonstrates the need to clarify field office activities, particularly as it relates to work conducted by program assistants, Farm Bill specialists, conservation planners, technicians and other field office employees providing direct assistance to customers.  

 

Included within the fiscal year’s allocation letter to State conservationists was a matrix to be distributed to field office staff on how the nine steps of conservation planning should be charged by program.  This bulletin codifies that matrix for issuance to the field and further supplements guidance on how time should be charged for brief technical assistance, conservation education and outreach, and technical consultation.

 

State conservationists must ensure that field office employees are made aware of the attached information by April 30, 2019.
