Purpose.  To announce and solicit NRCS employee interest in attending the Environmental Systems Research Institute (ESRI) Users Conference 2019.    
 
Expiration Date.  September 30, 2019  
 
Background.  The 2019 ESRI International User Conference will be held in San Diego, CA, July 8-12, 2019. The USDA blanket purchase agreement (BPA) contract with ESRI for geospatial software provides a limited number of registrations for the full technical conference.

 

This training conference is a unique opportunity to receive training from leading industry practitioners and geographic information systems (GIS) experts from Tribal, State, and Federal government agencies. Participants will have the opportunity for a “hands-on” training experience with the latest GIS software and GPS-enabled mobile data collection devices. This training will be extremely beneficial to GIS staff as an opportunity to gain innovative knowledge of conservation planning geospatial technology applications and the USDA Enterprise GIS software used by the agency.

 

GIS specialists, program managers, resource specialists, data developers, and others engaged in supporting agency programs would benefit from the technical conference.

 

NRCS leadership has identified this conference as a valuable training experience for NRCS geospatial support staff. As advances in geospatial software technology occur rapidly and often, this experience will enable NRCS geospatial staff to maximize the use of geospatial software advances to achieve mission-critical priorities of the agency.

Explanation.   

Although NRCS leadership recognizes the importance of this conference, the agency will only be able to sponsor a limited number of attendees to the conference this year. Each administrative office will need to prepare travel authorizations and cover related travel costs for their employees attending this meeting. Regional and State conservationists, National Headquarters division directors, and center directors need to ensure the availability of travel funds before submitting candidates.

 

To attend the annual meeting, the employees must be engaging in one or more of the following activities:

 

  • Presenting a paper or poster, or making a presentation

  • Conducting training

  • Receiving a major award

  • Maintaining credits for professional development units or continuing education credits

  • Organizing the NRCS agency meeting or the booth

  • Staffing the NRCS booth

     

As certain travel restrictions are in place, meeting these criteria does not guarantee travel approval.

Employees may use the conference for continuing education requirements but must document attendance in their individual development plan in AgLearn.

 

Travel requests are collectively considered from an agency attendance perspective. To obtain conference attendance approvals for NRCS employees interested in attending this conference, regional and State conservationists, National Headquarters division directors, and center directors are asked to submit the following information:

 

  • The attached spreadsheet, “2019 ESRI UC CTAT Pier Diem Calculations.” This worksheet provides the information necessary to obtain conference attendance approvals, per FM-COMM- 2013-045, “FNM-New Requirements for Conference and Training Events,” dated September 12, 2013. Please complete the requested information as accurately as possible for each employee interested in attending this conference.

  • The attached spreadsheet, “2019 ESRI UC CTAT Salary Calculations.” This worksheet provides the information necessary to obtain conference attendance approvals, per FM-COMM-2013-045, “FNM-New Requirements for Conference and Training Events,” dated September 12, 2013. Please complete the requested information as accurately as possible for each employee interested in attending this conference.

 

Both spreadsheets must be returned by February 28, 2019, to Jennifer Sweet, NRCS NGCE Geospatial Technology Branch leader in Fort Worth, TX, at Jennifer.Sweet@ftw.usda.gov. Emails should include “ESRI UC 2019” in the subject line.

 

Please note the information required to obtain conference attendance approval is extensive.

 

Applicants should estimate costs as closely as possible to maximize the number of attendees NRCS is able to send.

 

Attendance at the ESRI conference is contingent on the final approval of the NRCS Chief. Employees selected for NRCS-sponsored attendance will be notified in April 2019 and given further instructions about the registration process.
