Purpose.  To request designation of State points of contact (POCs) responsible for updating the National Conservation Planner Database (NCPD) and entering and maintaining State planner certification information in NCPD.

Background.  A new NCPD ArcGIS portal has been undergoing pilot testing and will be the official method for maintaining a list of apprentice conservation planners, certified conservation planners, master certified conservation planners, and technical specialist planners in each State for both NRCS staff and its partners. NCPD provides the following:
  • Reporting on the number, skill level, and training of planners

  • The State and county or counties that planners service

  • State certification criteria

  • Upcoming expiration dates for planner certifications

  • Ability to track planners’ progress towards policy requirements 

    Who should be included in the NCPD?

  • NRCS or partner employees with current conservation planner designations or those who are striving to meet the planner designation requirements in Title 180, General Manual, Part 409, “Conservation Planning Policy.” Partners should keep their NRCS State POC responsible for updating NCPD informed of their planner certification level, training, and service locations so that accurate records are kept in the database. A list of State POCs will be established as a result of this national bulletin. 

    Who should not be included in the NCPD?

  • Technical service providers registered in TechReg or its replacement as conservation planners

  • Partner agency employees who are not functioning in a conservation planner role

 
Explanation.  NCPD is currently hosted on Microsoft Access but will soon be transferred and held on an ArcGIS Enterprise portal. When this occurs, the Microsoft Access database will be turned off and all data will be hosted on the portal. Prior to this switch, all States are requested to update their conservation planner information in the current Microsoft Access database so that the most-up-to-date information is transferred to the portal. The portal is undergoing a final round of user acceptance testing from December 17, 2019, through February 15, 2019, and is expected to be finalized in early 2019.

 

To this end, each State is requested to designate two individuals as NCPD POCs, one primary and one backup, who will be responsible for updating each State’s conservation planner information in the Microsoft Access database before March 15, 2019, and maintaining their State’s conservation planner information on the portal once the portal is live. Please send names of designates to Breanna Barlow, Management Analyst, Conservation Planning Branch, at Breanna.Barlow@wdc.usda.gov, with cc to Aaron Lauster, Chief, Conservation Planning Branch, at aaron.lauster@wdc.usda.gov, by February 7, 2019. POCs will be granted access to NCPD in order to update and maintain the database. A webinar will be scheduled with the POCs to discuss updates to NCPD and answer any questions.
