Purpose.  To remind employees of updates for official travel requirements by Department of State (DOS) to complete the High-Threat Security Overseas Seminar (HTSOS) for all countries.   
 
Expiration Date.  September 30, 2019
 
Background.  The International Programs Division (IPD) is responsible for supporting travel readiness of agency personnel through coordination and guidance for all NRCS foreign travel.
 
Explanation.  Effective January 1, 2019, DOS requires completion of the HTSOS by anyone engaged in temporary duty (TDY) less than 45 days in a calendar year for official travel to any country. Employees on permanent assignment or TDY for 45 days or more days during the calendar year must complete the Foreign Affairs Counter Threat (FACT) course. Please contact IPD for additional instructions on FACT. Both trainings are offered by Foreign Service Institute (FSI) at DOS. Completion of this mandatory course is nonnegotiable and there are no waivers. HTSOS is a 5-hour online course, which is available from a computer or mobile device. HTSOS course tuition is $80. After completion of the training, employees will receive a certificate, which is valid for 5 years. Please send a scan copy of the completion certificate to marita.mccree@wdc.usda.gov at your earliest convenience for IPD’s file.
