Purpose.  To inform NRCS employees of the protocol for meetings with foreign visitors.    
 
Expiration Date.  September 30, 2019
 
Background.  NRCS is recognized as a world leader in natural resource conservation. Therefore, the agency receives requests for our specialists to meet with visitors from other countries to learn about our programs and policies.

The International Programs Division (IPD) has overall responsibility on behalf of the agency to coordinate meetings with foreign visitors. This is to ensure that staff are meeting with foreign visitors who have been properly vetted.
 
Explanation.  NRCS receives requests for meetings with foreign visitors from State agencies, nongovernmental organizations, universities, and other Federal agencies. The IPD must be informed of all requests for meetings with foreign visitors. When the request is from a non-Federal source, IPD will contact the Foreign Agricultural Service (FAS) for approval. If FAS approves the request, IPD will provide guidance for the meeting.
