Purpose.  To inform agency staff about departmental procedures for engagement with Cuba.   
 
Expiration Date.  September 30, 2019
 
Background.  U.S. Government employees must follow protocol regarding U.S.-Cuba engagements.
 
Explanation.  To ensure full compliance with U.S. Government policies, all NRCS employees must coordinate with the agency’s International Programs Division (IPD) regarding any interaction with Cuban officials, regardless of who has or will initiate contact. This requirement applies to both bilateral and multilateral activities and includes meetings, events, conferences, and all forms of communication (in-person, email, phone, correspondence). The attachment, “FAS Directive on Contacting Cuban Government Officials Policy,” provides guidance for complying with USDA policy.

IPD will support agency employees with obtaining necessary interagency approvals and satisfying reporting requirements. These procedures are in place to ensure consistency between the U.S. Department of Agriculture and other Departments of the U.S. Government.
