Purpose.  To request State conservationists and directors of the Caribbean Area and Pacific Islands Area to make technical and other assistance requests from the Science and Technology Deputy Area for fiscal year (FY) 2019.   
 
Expiration Date.  September 30, 2019
 
Background.  This process is used to request technical and other assistance from the Science and Technology Deputy Area (S&T), especially the national technology support centers (NTSCs). The technical assistance available includes, direct assistance to state and national technical specialists, technology transfer and training, technology development, coordination and review of conservation practice standards and technical notes, conservation planning and implementation, ecological site inventory assistance, engineering, field workshops or special studies, as well as economics.
 
Explanation.  States should develop an integrated state request for assistance that can include agronomy, biology, engineering, plant materials, rangeland management, soil health, wetlands, wildlife, etc. S&T staff should coordinate with other national or NTSC staff, as appropriate, to develop and address multistate and regional-level requests.

Request Procedure and Worksheets:

Please enter requests for assistance on the S&T Assistance Request SharePoint site: https://usdagcc.sharepoint.com/sites/nrcs_st/Lists/Requests%20for%20Assistance%20to%20ST/AllItems.aspx by December 31, 2018. Click, “New,” on the SharePoint site, complete the form that appears, add attachments, and then click, “save.” When adding an attachment, users may need to ensure that they are in the, “edit,” tab on the form before saving the attachment. Otherwise, users may click the, “add attachment,” button at the bottom of the form. Once saved, a hyperlink showing the attached document will appear at the bottom of the form.

Two assistance request worksheets are provided for your use:

1. Project Outline Worksheet (attachment A)

2. Training Request Worksheet (attachment B)
A separate “project outline worksheet” should accompany each assistance request. Please attach attachment A, attachment B, or both to your assistance request on the SharePoint, as appropriate. When adding an attachment, users may need to ensure that they are in the, “edit,” tab on the form before saving the attachment. Otherwise, users may click the, “add attachment,” button at the bottom of the form. Once saved, a hyperlink showing the attached document will appear at the bottom of the form.
Requests may include more than one category.

S&T will use your requests to plan for allocation of fiscal and personnel resources. To receive assistance, a project outline worksheet and work plan that includes project objectives and expected deliverables should be submitted.

Subsequent requests for services may be made throughout FY 2019. Requests received after the deadline will be considered but will be honored based upon previous commitments, available resources and priorities. Please make requests for assistance being made at least one month prior to the need. Documents for requests received after the deadline are the same as those outlined in this bulletin. S&T personnel will continue to respond to telephone calls or emailed requests.
