Subject: LTP - Obligation of FY 2019 EQIP Funding 

Purpose.  To provide guidance to State conservationists and the directors of the Caribbean and Pacific Islands Areas with guidance for administering fiscal year (FY) 2019 Environmental Quality Incentives Program (EQIP) funding.   
Expiration Date.  September 30, 2019
Background.  Due to the rescission of National Bulletin 300-18-36 and the uncertainty of the new Farm Bill, National Headquarters is revising the guidance for the implementation and obligation of FY 2019 EQIP funding.
Explanation.   States are to proceed with implementation of EQIP FY 2019 in accordance with National Instructions 440-306 and 440-307 located in eDirectives.  State conservationists may announce batching dates for any FY 2019 EQIP subaccount, including FY 2018 RCPP-EQIP with signed agreements.

FY 2019 EQIP General Financial Assistance (FA) was provided at 25 percent of your 2018 General level on October 4, 2018.  States that expressed interest in announcing batching dates for EQIP Initiatives received funding on October 22, 2018.  Further guidance will be provided on remaining EQIP General and Initiative funding.  


All FY 2019 EQIP applications will be evaluated and ranked utilizing the Application Evaluation Ranking Tool (AERT).  It has been decided that the Conservation Assessment and Ranking Tool (CART) will not be utilized for EQIP applications in FY 2019. 


Due to the uncertainty of the timing of the new Farm Bill, States are encouraged to obligate allocated funding in a timely manner.  As a reminder, the agency will conduct funds assessments on April 1 and July 1, 2019, to evaluate the obligation status of allocated funding.  Please obligate as much EQIP FA as possible by these dates.
