Purpose.  To provide guidance to States on promoting and obligating annual funds on prior-year contracts that require modification before issuing prior-year payments. 
 
Expiration Date.  September 30, 2019
 
Background.  On October 25, 2018, States were advised that CSP allocations were loaded in ProTracts. States were to promote and obligate annual funds using the FY 2019 allocation by the end of the fiscal year.

The allocation for 13 States was a mix of prior-year and current-year funds. At this time, ProTracts can only utilize current-year funds for CSP annual obligations. As a result, all States were asked to delay obligating CSP annual funds until a solution could be identified. 
 
Explanation.  Prior-year CSP contracts must include current-year funds to complete most CSP modifications. States are instructed to use the funds currently available to promote and obligate those contracts that require modification prior to issuing the payments for activities completed in FY 2018.

A current year funds allocation reassessment is underway. All needed funds will be reallocated to States with high volumes of CSP contracts that require modifications to process prior-year payments.

It is estimated that the ability to utilize prior-year CSP funds to promote and obligate in ProTracts will not be available until April, 2019. As a result, States must follow the prioritization schedule below to ensure that current year funds are utilized efficiently.


CSP FY 2019 Annual Fund Obligation Prioritization Schedule:

• CSP contracts that require a modification prior to processing prior-year annual payments and the producer has requested to receive the payment in the current calendar year should be promoted and obligated immediately.
• CSP contracts that require a modification prior to processing prior-year annual payments and the producer has requested to receive the payment in the next calendar year are to be promoted and obligated after December 14, 2018.
• CSP contracts that do not require a modification prior to processing prior-year annual payments are not be promoted and obligated until further guidance is provided.
